Sierra County Manager Bruce Swingle announced at the last county commission meeting that Paul Tooley has resigned his position, efffective May 7, as the county’s emergency services administrator. Tooley will take a new position as outside plant supervisor for Ethos Broadband, a division of Sacred Wind Communications Telesolutions. SWC Telesolutions is building a fiber optics network to provide internet access to rural Sierra Countians.
Tooley has served as the emergency services administrator for nearly seven years. All told, Tooley has assisted county government for more than 10 years. He started under contract by providing information technology services, then added on the responsibilities of fire administrator before accepting the full-time emergency services position.
Tooley told the Sun that his biggest accomplishment has been to improve the ISO (insurance services office) ratings of the county’s volunteer fire departments from an average of about 9 to 6. Under Tooley’s administration, the Truth or Consequences volunteer fire department earned an ISO of 2—the best rating of any volunteer fire department in the state.
ISO ratings are used by the State of New Mexico to determine how much funding the state will provide each fire department. They can also have an impact on homeowner insurance rates. The best rating is 1 and an ISO of 10 means that a department has not met minimum requirements. Funding for New Mexico fire departments comes from a 3 percent tax on home and auto insurance premiums.
Tooley spent five years developing software that allowed him to use information from the fire-suppression rating schedule to analyze the performance of each of Sierra County’s fire departments and pinpoint needed changes. Improvements have included finding grants to fund water tanks at stations, obtaining proper equipment and providing training to volunteers. Recently he placed an order for a new high-pressure fire-suppression system for the county. “With my luck,” he said, “the new system will arrive the day after I leave.”
Tooley is a native of Sierra County. His father came here to work at the Herald newspaper in T or C in the late 1940s, and his mother’s family is from Cutter, New Mexico. His family has been involved with the T or C volunteer fire department since the 1960s; an uncle was fire chief in the 1980s; and Tooley joined the department as a volunteer in 1982.
Tooley is a graduate of New Mexico State University. He has more than 40 years of experience and training in electronics, microcomputers and processors, including time spent managing RioLink, his former business. Tooley said that his new position with Ethos Broadband will give him the opportunity to “get back in the game.”
