About a month ago the County Commission held a preliminary-budget meeting that was not publicly noticed, in violation of the Open Meetings Act.
County Manager Bruce Swingle said at the time that the lack of public notice was an oversight, “and not how we normally do business,” but the County cut the public out of the final-budget process as well.
No copy of the final budget was included in the County Commission packet for the July 21 meeting, making it impossible for the public to know about or weigh in on how public money will be spent.
There was little discussion among the County Commissioners when the final budget came up on the agenda.
County Commissioner Frances Luna said department heads were asked to cut as much as they could so the County could afford the renovation to the Amin’s Home Furnishings building it purchased several months ago.
The County will consolidate nearly all the departments in the Amin’s building at 1712 N. Date St.
The County Commission gave the renovation job to Smithco earlier in the meeting. The local engineering firm will receive $2.7-million for the work.
County department heads cut $1 million from the budget collectively, Chairman Jim Paxon said.
County Manager Bruce Swingle was not immediately available to comment on the lack of transparency in the budgeting process.
The budget is due to the Department of Finance and Administration by July 31.
