The Sierra County Commission passed a resolution at its April 20 meeting that makes clear what independent actions and authority Interim County Manager Serina Bartoo has and what matters must be brought before the commission before action is taken.
Sierra County Manager Bruce Swingle said during the meeting the resolution granted Bartoo the same powers he had during his seven-year tenure, which ended that day. Those powers are summarized in the chart at the end of this story.
The resolution passed unanimously with no discussion. “We need to give you the authority to do your job,” Commission Chairperson Jim Paxon stated simply.
Bartoo has been retained for an undisclosed length of time at an undisclosed salary to take over Swingle’s duties. He will begin work as Truth or Consequences’s city manager on May 3.
Advertisements seeking a new county manager have no deadline, and the position will remain open until it is filled.
Bartoo, who previously served as human resources director, worked with Swingle for seven years.
She was asked by the Sun to provide information about her salary, professional background and qualifications, but did not respond by press time.
Online searches revealed Bartoo, née Renfro, is the daughter of Evelyn Renfro, who worked as Truth or Consequences city clerk for 34 years before becoming city manager. Renfro, who retired from that position in 1998, was subsequently elected city commissioner twice and served for eight years through 2012.
Bartoo is married to Jared Bartoo, one of the principals of Bartoo Sand & Gravel, a local company.
