Skinner, as well as Mayor Pro-Tem Edna Trager, had nominated themselves to be mayor during the last two votes. City Council Member Gerald LaFont voted for Trager and City Council Member Travis Atwell voted for Skinner in those two votes, creating a tie. Trager, as mayor pro-tem, took on the mayoral duties in the interim.
Skinner gave up her bid for mayor and nominated Trager at the Oct. 2 meeting. Trager, Skinner and LaFont voted for Trager and Atwell voted no. There was no discussion attending the vote.
In a private interview, Skinner said, “I still feel I am the most qualified to be mayor and there are people who wanted me to hold off and tie up the vote for two years and, what is it, three months, but it was not doing any good for the community. I could see Gerald [Council Member LaFont] wasn’t going to change his vote, so if anyone was going to change it would be me.”
“We need to move forward,” Skinner said. “In the 12 years I’ve served as an elected official, I have been all about collaboration. I work with everyone. I was elected to get things done.”
Eunice Kent resigned as mayor, effective March 5. It followed a new election law that extended her term. Cities were given the choice of continuing to run their own local elections or having the county run them. Elephant Butte chose to let the county run them, saving thousands of dollars. They were also given a choice of shortening or lengthening council-member terms while straddling the two election calendars. The only way to seat a mayor for the remainder of Kent’s extended term was by city council nomination and vote.
Michael Williams, a resident of Elephant Butte, had also submitted a letter of interest for the mayoral seat, along with Skinner and Trager, but he was never nominated by a member of the city council in the three votes taken on the matter.
Trager will be sworn in as mayor Nov. 6. Then her council seat will be vacant. Williams’ letter of interest also said he wants the city council seat.
The city council seat will also be filled by the city council.
Other letters of interest for the city council seat have also been submitted by Patsy Barnett, who was a council member in the past, Ken Swan and Johanna Tighe. Any registered voter living in Elephant Butte is eligible to submit a letter of interest.
