At the last meeting, the City Council appointed Edna Trager mayor, the seat vacant since Eunice Kent resigned last March, about a seven-month gap. Trager was mayor pro-tem and took over mayoral duties in the interim. She will be officially sworn in at the Nov. 6 meeting.
Trager’s pro-tem seat will go to City Council Member Kim Skinner, who will be appointed to the office at the Nov. 6 meeting.
That leaves Skinner’s city-council seat open. Discussion and possible action on filling the seat is on the agenda.
Since last March, four people have submitted letters of interest in the appointment, Mike Williams, Ken Swan, Johanna Tighe and Patsy Barnett, the latter having sat on the City Council in years past.
According to state law, “any vacancy on the governing body of a mayor-council municipality shall be filled by appointment of a qualified elector by the mayor of the municipality, with the advice and consent of the governing body.”
The person appointed will serve out the rest of Kent’s term, 14 months or until January 2022, with elections for the seat to occur November 2021.
City Council Members’ terms were extended when they voted to have the county run their local elections last January, instead of continuing to run their own local elections in March.
The legislature passed a new elections law July 2018, giving cities until January to decide. The terms were extended to accommodate the new voting calendar, which corresponds to state and national elections in November, winning candidates taking their seats in January.
The Elephant Butte City Council also hired Vicki Ballinger as city manager at the last meeting, filling the position that was vacant since early July. Ballinger will also be sworn in at the Nov. 6 meeting.
