The first zoning-law change gets rid of dimensions of houses and manufactured homes, but leaves heated- square-footage requirements to control the size of dwellings on lots.
The second zoning-law change restricts manufactured homes to single-family-residential zones R-1-A, R-1-B, R-1-D and R-1-P. Multi-sectioned manufactured homes will also be allowed in the multi-family R-3 zone.
The third zoning law change addresses vehicle storage, prohibiting it unless there is a dwelling on the lot. They can be used as guest quarters for 30 consecutive days and 90 days per year total. They may not be permanently hooked up to utilities.
In addition “impermeable surface” is defined as, “does not permit passage through or absorption of water.” Various residential-zone lots will be restricted from having too many vehicles or accessory buildings by restrictions on impermeable-surface coverage, which ranges from 60 percent to 90 percent of the lot, maximum.
The second important item on the agenda is a resolution amending the use of a 2015 loan from the New Mexico Finance Authority. The original loan was for nearly $600,000 principal and was to be used for road construction, to renovate a building and to expand the fire station.
The city was given a metal building that could be used as a fire-truck bay, therefore the fire station expansion was not necessary.
Not all the money was expended within the required timeframe and the City has gotten permission from NMFA to use the money for more road work. About $260,000 principal is left and the resolution states the city has the authority to use the remainder to reconstruct part of Warm Springs Boulevard.
In addition to the ordinance and loan resolution, the Elephant Butte Chamber of Commerce will give a presentation, as will State Park Superintendent Dr. Lillis Urban. The subjects of their presentations are not part of the agenda packet.
