The Truth or Consequences City Commission will meet at 9 a.m., Aug. 26 at City Commission Chambers. Agenda items are:
- Infrastructure Capital Improvements Plan ranking
- Annual expense and revenue report
- Public Hearing on grant application for equipment
- Citizen advisory board appointments to P&Z and PUA
Public Hearing on grant application for equipment:
The only thing in the City packet on this public hearing is a memo to the City Commission from City Manager Morris Madrid and Grants Project Coordinator Traci Alvarez. There is no application in the packet, making it impossible for the City Commission or public to meaningfully participate in a public hearing.
The memo states the City applies for this grant every year, naming the granting agency as “USDA Rural Development Community Facilities.”
Equipment the City has obtained through this grant is listed in the memo. The grant amount being applied for, what type of equipment the City is seeking to fund through the grant and other information is missing.
Infrastructure Capital Improvements Plan ranking:
No information on the ICIP projects to be ranked is included in the City packet.
The City is required to update its ICIP every year and it covers five years. This year’s update covers 2022 through 2026.
The ICIP must be turned into the state Department of Finance and Administration’s Local Government Division by Sept. 18.
The Local Government Division guidelines require a public hearing be held on the ICIP, since it determines what capital projects will be pursued and funded with public money. However, the City Commission will not be holding a public hearing.
Annual expense and revenue report:
The City Commission will “discuss” the year-end expense and revenue report for 2019-2020 at the Aug. 26 meeting, one month too late to inform the budget process for this fiscal year. The current fiscal year started July 1 and ends June 30, 2021, but the state gives cities until the end of July for submission.
The report compares budgeted and actual spending amounts for expenses and revenues over the last four years. It also includes budgeted expense and revenue amounts for the 2020-2021 budget.
However, the revenue report is only for money flowing into the General Fund, therefore loans and grants for capital projects is not included for any of the years. Missing also is money generated by utility fees for electric, water, wastewater and solid waste, as well as negative balances for other enterprise funds. Therefore the revenue report does not inform the expense report.
The expense report shows the City spent nearly $26.3 million last fiscal year and will spend nearly $35.5 million this year. Since the increase in spending will be due to capital projects, missing information on loan and grant revenue is necessary to explain the difference in expenditure.
Citizen advisory board appointments to P&Z and PUAB:
The City Commission will consider whether to appoint Ron Fenn and Chris Sisney to the Planning and Zoning Commission, the only two who applied for the two open seats on the board. The P&Z recommends both be appointed.
The City Commission will consider whether to appoint George Szigeti to the Public Utility Advisory Board. Szigeti served seven years on the PUAB and then he left that post because he was appointed by the City Commission to serve out Steve Green’s term on the City Commission. Green had resigned. Szigeti ran for City Commission last March, but did not win the seat.
Ron Fenn and Jack Noel also applied to the PUAB, but the PUAB is only recommending Szigeti for appointment. Fenn also ran for City Commission last March, but didn’t win the seat.
There is one seat open on the PUAB.
