Kathy Clark, who is no longer mayor pro tem, but daily stays in touch with Mayor Sandra Whitehead and City Manager Morris Madrid, said Whitehead calls and cancels meetings and she cancelled the April 8 meeting for two reasons.
As Torres reported, complying with the stay-at-home orders is the primary reason for not holding the April 8 meeting. Clark said, “The President’s order is in place until April 28,” and disallows more than five people in a room.
The second reason the meeting was cancelled is to let the City Commissioner with the most experience “handle the crisis, which is Sandy, [Whitehead] who has ten years on the board,” Clark said.
Normally the New Mexico Municipal League holds training for new city board members, but that too was cancelled, said Clark, therefore the new commissioners “would have no idea what they are doing in a telephonic meeting.” Therefore holding the meeting via phone was not considered an option.
“I want to stress that nobody’s utilities will be shut off. The city will continue to provide electric, water, sewer and trash services, even if people can’t pay their bills,” Clark said. “I think that was very magnanimous of the City to do that.”
Clark said President Trump has also ordered no landlord may evict a tenant at this time. “I don’t know if it’s for two months or what, but as a landlord, that caught my attention.” Clark owns the Charles Motel and Hot Springs.
Mayor Whitehead, City Manager Madrid, new City Commissioners Randall Aragon, Brendan Tolley and Amanda Forrister were called for comment, but none responded by press time.
The next City Commission meeting, April 22, “will be held based upon need and emergency health restrictions in place at that time,” Torres’ meeting-cancellation notice states.
