Booster stations and waterline replacement
The City Commission approved a $712,146 application to the New Mexico Finance Authority September, 10, 2019. The NMFA awarded the loan/grant on June 1, 2020.
The City Commission will consider whether to accept the award by resolution.
The loan is for 20 years for $256,458. Instead of an interest rate, the NMFA is charging an administration fee equal to a .25 percent annual interest rate.
The grant portion is $384,688. The City must submit a $71,000 cash match.
Therefore the total award is for $712,146, which does not include interest.
The money will be used to design and replace the Cielo Vista and Morgan Street booster stations. Failures at both have caused water outages and increased operations costs, according to a memo in the City packet. The booster stations rely on one pump each, which is operated manually.
About 1,000 residents, the Sierra Vista Hospital and unnamed schools have been affected, the memo states.
The project will also replace a 4-inch asbestos-cement waterline on Austin Street, which “lacks the ability to provide peak-demand flows without substantial loss in pressure,” the memo states. The line also experiences “major pressure surges” when the booster stations are in operation, “causing leaks and breaks.”
Sewer asset management plan
The City Commission approved an application to the NMFA for a sewer asset management planning grant July 24, 2019. The award was given May 28, 2020.
The City Commission will consider whether to accept the award via resolution.
The $50,000 award is 100-percent grant money.
The City has 18 months to complete the plan.
Economic feasibility study for “Riverwalk Project”
The City Commission approved a grant application to do an economic feasibility study for the Riverwalk Project July 24, 2019. The award was given by the NMFA May 28, 2020.

Public Health Emergency Resolution renewal and Back-to-Work Resolution
The City Commission has put the Back-to-Work resolution on the agenda for the third time, in case the public wants to comment or board members want to amend it. At this point the resolution conforms to Governor Michelle Lujan Grisham’s executive order.
The City Commission will also consider whether to extend its public health emergency, declared about three months ago and expiring June 24. It was declared by resolution.
